Getting around the law, or making candidates obey the national party line.  Why would political campaigns in California or Washington or other states donate some of their money to a campaign in Texas?  Answer: because the national headquarters told them to.  This link is to the record of contributions in the 2005-2006 campaign to a Democrat candidate in a small district south of Houston, Texas.  It is the method by which the Dems get around the limitations imposed on contributions by election law.  It is how the Dems distort the electoral process and get local candidates to heel to the national party line even it is in opposition to what the results would be if donations were limited to those that came from the local district.  Note particularly those contributions that include the appellation "for congress" and "political action committee"  Fail to fall in line and you won't get contributions from outside your district:  http://www.congress.org/congressorg/bio/fec/?id=562&cycle=2005-2006
