Every country in the world that has a system of national health care has had to ration its access.  That is because free access causes such an increase in demand that the system is overwhelmed and its availability must either be rationed, or it will collapse and not be available at all.  Barack Obama has promised that if elected that within 100 days he will push through legislation to enact such a system in the USA:

A thought in passing - As things now stand our Congressmen don't have to study and decide what programs to active, or to deactive, in order to balance the budget.  They don't really have to make any decisions, they only need to keep pressing the "more taxes" button.  Suppose the government could not engage in deficit spending and had to limit itself to spending no more than it received in revenue, AND, that all government revenue was derived from and limited to revenue from sales taxes.  That would mean that our Congressmen would finally have to do some work and in order to obtain more revenue to spend they would have to do those things that resulted in increased business activity, which by its nature would in turn mean more and higher paying jobs.  Hmmm!  Ever hear of the Fair Tax?
